[post_content] => Previous Nutrition Technical Assistance Mechanism (NTEAM) updates have highlighted how the County Nutrition Action Plan (CNAP) process, supported by our technical assistance in 2019, had engaged county authorities in the implementation of the Kenya Nutrition Action Plan (KNAP), and helped to mobilize financial support for nutrition through a matching funding approach. Now, a 2021 external progress assessment of NTEAM’s technical assistance in Kenya has provided further evidence that the CNAP process helped engage a greater number of government sectors and development partners, locally, in planning and implementing nutrition actions, while empowering local authorities to improve coordination and alignment.
The technical assistance drove local acceptance and adoption of CNAPs by engaging key stakeholders early on in their development, with progress assessment respondents highlighting the involvement of representatives of the Ministry of Finance, of the line ministries of Agriculture, Education, WASH, and Social Protection, and in some counties of the Ministry of Sports, Youth and Gender. Now that the CNAPs have been finalized, there are early signs these are helping to coordinate and scale up their actions.
During quarterly coordination meetings between the health sector and other sectors and partners, CNAPs and their common results frameworks are a common reference point. These meetings review achievements, coordinate nutrition service delivery across multiple sectors and stakeholders to avoid partners duplicating efforts, identify resource gaps to inform mobilization efforts, and help sectors understand how their actions impact nutrition. The report notes that in these meetings, county officials, empowered by the CNAPs, have been able to request greater focus of development partner funding and alignment with county priorities as per the CNAPs, “a shift from previously where a partner could just come and say that I want to do a, b, c, d.”
The progress assessment also generated concrete evidence that CNAPs are spurring greater government and partner nutrition action. Several counties have begun expanding their workforce for nutrition, having recognized the role of nutritionists. The report states that while developing its CNAP, one county recruited six nutritionists, who “were then distributed to other sub-counties that had no nutritionist.” In addition, a greater number of service providers have been mobilized to deliver nutrition actions, and development partners have started including additional CNAP activities in their routine programming.
Going forward, these hard-won gains from the design and launch phase of the CNAPs need to be consolidated to ensure effective implementation. In the words of one respondent “we need to maybe coordinate more with various stakeholders and other departments so that when they are doing activities, they ensure that they involve other departments.” Nutrition International encourages local authorities and their partners to continue building on the success of CNAPs, and to use them to inform funding, policy and programming decisions, as well as to guide the monitoring of, and learning from, their implementation.

Elgeyo Marakwet County, Kenya – The Government of Elgeyo Marakwet County, with support from Nutrition International, launched its County Nutrition Action Plan (CNAP) 2018/19-2022/23. The plan, which recognizes the role of nutrition as a fundamental human right and a driver to accelerating economic development as envisioned in Vision 2030, defines a coordination mechanism for various actions across sectors, including health, agriculture, education, water and sports.
Nutrition International provided technical and financial assistance for the development of the CNAP. Since 2016, Nutrition International, through the Enhancing Nutrition Services to Improve Maternal and Child Health (ENRICH) project and Nutrition Technical Assistance Mechanism (NTEAM)’s Technical Assistance for Nutrition (TAN) project, funded with Government of Canada and UK Aid from the UK Government, has been a key partner of the Government of Elgeyo Marakwet in its efforts to address the burden of malnutrition.
"Since the launch of the ENRICH Program in 2016, we have made tremendous progress in scaling up efforts to eradicate malnutrition in Elgeyo Marakwet County. This could not have been possible without the technical and financial support of our consortium partners," said Governor Alex Tolgos. “The County Nutrition Action Plan that we are launching today further builds into the County's deliberate efforts to prioritize nutritional services in our food security and healthcare interventions.”
While Elgeyo Marakwet County has improved access to basic health services, nutrition indicators are still troubling. Rates of stunting and underweight in children are higher than the national average, while the number of women who make the recommended four antenatal care visits is low, at only 24%.
Aligned with the Kenya Nutrition Action Plan and County Integrated Development Plan 2018-2023, the CNAP identifies priority nutrition interventions across sectors, estimating the cost of implementation and setting realistic targets in a common results and accountability framework. The CNAP fosters sustainability by ensuring the county has a roadmap and the commitment to continue addressing the problem of malnutrition.
“We would like to call upon the governor and the leadership to pursue a long-term approach to sustainable financing for nutrition in order to support CNAP implementation and continuity of ENRICH project interventions,” said Dr. Richard Pendame, Regional Director for Nutrition International, while speaking at the launch.
Nutrition International has developed tools to support advocacy for increased investments in nutrition and resource mobilization to implement the CNAP, including the county nutrition advocacy plan, county investment case and county nutrition profile.
ENRICH is led by World Vision, with support from consortium partners Nutrition International, Canadian Society for International Health, HarvestPlus and the University of Toronto.

[post_content] => March 4, 2021 - Embu County today launched its County Nutrition Action Plan (CNAP) for 2020-2025. With an investment of Ksh 1.5 billion, the plan maps out a targeted, multisectoral approach to improve nutrition in the county.
While Embu County has made progress in improving access to healthcare and nutrition interventions, more needs to be done. 26.8% of children under five in the county are stunted, while 3% are wasted and 11% are underweight.
“The County Nutrition Action Plan builds on the county’s deliberate efforts to prioritize nutritional services in our food security and healthcare interventions.”
The CNAP sets realistic targets for identified priority nutrition interventions across various sectors including health, agriculture, education, water, gender and social protection. The plan is aligned with the County Integrated Development Plan 2018-2022 and is designed to contribute to the Kenya Nutrition Action Plan, which recognizes the role of nutrition as a fundamental human right and a driver of economic development.
“The County Nutrition Action Plan builds on the county’s deliberate efforts to prioritize nutritional services in our food security and healthcare interventions,” said Embu County Governor H.E. Martin Wambora. “Going forward, we shall match these interventions with necessary budget allocations, particularly to ensure the sustainability of maternal, newborn and child health and nutrition interventions in the county.”
Anzilisha Plus, the county’s maternal, newborn and child health and nutrition project (MNCHN) funded by Nutrition International, aims to strengthen the enabling environment at the county and sub-county levels for quality MNCHN services, improve delivery of MNCHN services by frontline health workers at the facility and community levels, and improve demand for – and utilization of – MNCHN services by pregnant and postpartum women, and caregivers of newborns and children under five.
“We call upon the governor and the county leadership to pursue a long-term approach to sustainable financing of nutrition in order to support the implementation of the CNAP and continuity of Anzilisha project interventions,” said Nutrition International Kenya Country Director Martha Nyagaya.

The plan, with an investment of Ksh 2.54 billion, provides a roadmap for mainstreaming nutrition into development plans and budgets to scale up efforts to fight malnutrition in the county.
Malnutrition rates are lower than the national average, but Kiambu County’s large population means that many people are still impacted. One in four children in the county are affected by acute malnutrition and 44,750 children are stunted.

The CNAP provides practical guidance for coordinated implementation of proven, cost-effective, high-impact nutrition interventions across multiple sectors, including health, agriculture, education, water, gender, and social protection. Nutrition International supported the development of the CNAP through its Nutrition Technical Assistance Mechanism’s Technical Assistance for Nutrition project, funded with UK aid from the UK government.
“The County Nutrition Action Plan builds on the county’s deliberate efforts to prioritize nutritional services in our food security and healthcare interventions,” said Kiambu County Governor H.E. James Nyoro. “Going forward, we shall match these interventions with necessary budget allocations, particularly to ensure sustainability of maternal, newborn and child health and nutrition interventions in the county.”
The Kiambu CNAP is aligned with other key strategic documents, including the County Integrated Development Plan 2018-2022, the County Health Strategy and Investment Plan and the Kenya Nutrition Action Plan 2018-2022, which recognizes nutrition as a fundamental human right and driver of economic development.

[post_content] => February 23, 2021 - The County Government of Nakuru today launched its County Nutrition Action Plan (CNAP) for 2020-2025. The plan provides a comprehensive and costed strategy to scale up efforts to eliminate malnutrition and support the county’s development agenda.
Nakuru County’s high rates of malnutrition are a public health concern, with women, children and people living with HIV/AIDS the hardest hit. Of the 275,921 children under five living in the county, an estimated 27.9% are stunted, 5% are wasted and 10.2% are underweight.
“The County Nutrition Action Plan will further accelerate and scale up efforts towards elimination of malnutrition as a problem of public health significance in Nakuru County,” said County Governor H.E. Lee Kinyanjui. “Malnutrition has both health and economic consequences and undermines the basic human rights.”
The CNAP has incorporated the priorities of the County Integrated Development Plan 2018-2022 and the County Health Sector Strategic and Investment Plan 2018-2022. It lays out actions for resource mobilization, and coordination and implementation of nutrition interventions with health and other key sectors. The plan has clearly defined targets and includes monitoring and accountability frameworks.
Nutrition International supported the development of the CNAP through its Nutrition Technical Assistance Mechanism’s Technical Assistance for Nutrition project, funded with UK aid from the UK government. The Ministry of Health’s Nutrition and Dietetics Unit, USAID, Afya Uzazi and Egerton University also provided technical support.
“The development and launch of the Nakuru CNAP confirms the commitment by the county’s leadership to make nutrition a priority for a healthier population,” said Nutrition International Kenya Country Director Martha Nyagaya. “It is a key milestone in addressing the problem of malnutrition in the county and nationally. We are excited that counties are willing to increase resources to nutrition. And we are excited to see multisectoral approaches to scale up nutrition in Nakuru County.”
Nutrition International has provided technical and financial support for the development of 16 of the 23 CNAPs completed in Kenya. Nakuru County’s CNAP is the 13th to be launched.

[post_content] => February 19, 2021 – Bomet County today launched its County Nutrition Action Plan (CNAP) for 2020-2025. With an investment of Ksh 1.8 billion, the plan is designed to accelerate and scale up efforts to eliminate malnutrition in the county by promoting nutrition and enhancing food security and governance.
The CNAP supports the goals of the Kenya National Nutrition Action Plan 2018-2022 and is aligned with the Bomet County Integrated Development Plan (CIDP), the Annual Work Plan and the Constitution of Kenya, which recognizes food security as a constitutional right.
Nutrition International supported the development of the CNAP through its Nutrition Technical Assistance Mechanism’s Technical Assistance for Nutrition project, funded with UK aid from the UK government.
“This plan will be used to finance nutrition interventions and resource mobilization by putting more emphasis on domestic financing, which is key in the sustainability of nutrition programs,” said Bomet County Governor His Excellency Dr. Hillary Barchok, who also recognized the work of Nutrition International and partners in developing the plan.
Malnutrition rates are high in Bomet County, with 51% of pregnant women suffering from anaemia and 36% of children under five stunted, well above the national average of 26%.
“This plan envisions a prosperous and competitive county in economic, social, and political development offering high-quality nutrition services to men, women, boys and girls across all ages and diversities,” said Dr. Joseph K. Sitonik, Chief Executive Committee Member for Health.
The CNAP prioritizes multisectoral actions to address malnutrition, through collaboration with the health, agriculture and livestock, education, water and sanitation, social and children services, and finance and economic planning sectors. The plan also lays out a monitoring and accountability framework, as well as costs for the interventions, which will be used to mainstream nutrition into the CIDP.
“We would like to prioritize the implementation of nutrition actions across sectors,” said Nutrition International Kenya Country Director Martha Nyagaya. “We are committed to smarter planning and better coordination. The development of the Bomet County Nutrition Action Plan is a recognition of the need to plan better and act together.”

[post_content] => February 17, 2021 – The Government of Murang’a County today launched its County Nutrition Action Plan (CNAP) for 2020-2025. The plan lays out key costed nutrition priorities that will help to accelerate and scale up efforts to eliminate malnutrition.
The CNAP is aligned with the Kenya Nutrition Action Plan, which recognizes nutrition as a fundamental human right and a driver of economic development. The plan focuses on achieving specific targets by 2025 and is designed to assist the county in meeting its broader development agenda while contributing to the national goal of improving health.
Nutrition International supported the development of the CNAP through its Nutrition Technical Assistance Mechanism’s Technical Assistance for Nutrition project, funded with UK aid from the UK government.
“Noting that tackling malnutrition requires a multisectoral approach, Murang’a County has been implementing various nutrition-sensitive projects to complement the nutrition services offered directly at our health facilities,” said County Governor His Excellency Mwangi wa Iria. “The CNAP we are launching today shows my government’s deliberate effort to prioritize nutrition services in our food security and healthcare interventions.”
Despite malnutrition rates slightly below the national average, Murang’a County still suffers from the burden of malnutrition. The stunting rate is 19% and the wasting rate is 4.6%. The child mortality rate is 58 deaths per 1,000.
The CNAP will act as a roadmap and monitoring tool for nutrition programs, an advocacy and resource mobilization tool, and a guide for stakeholders on where they can direct their support.
“The Murang’a CNAP has identified contextually appropriate priority nutrition interventions for each sector: health, agriculture, education, sports, gender and social protection, water and others,” said Nutrition International Kenya Country Director Martha Nyagaya. “This action plan defines targets for each intervention, it provides a monitoring and accountability framework, as well as a budget for each intervention. It is our resource mobilization tool and we hope that as Nutrition International and the county government invests resources to support its implementation, other partners will join in.”
Nutrition International has provided technical and financial support for the development of 16 of the 23 CNAPs completed in Kenya. Murang’a County’s CNAP is the 10th to be launched.
