Overview

This paper evaluates the investment cases of County Nutrition Action Plans (CNAPs) in five Kenyan counties—Nandi, Busia, Makueni, Vihiga, and Elgeyo Marakwet — to address subnational undernutrition. Using a monetized DALY approach and the Optima Nutrition tool, the analysis estimates that CNAPs could avert 1,800 child and 115 maternal deaths, prevent 19,000 stunting and 4,700 wasting cases, and reduce 67,000 anemia cases. Benefit-cost ratios range from $5:1 to $14:1, demonstrating that localized nutrition plans are cost-effective and offer high returns on investment for policymakers.
